Does the plugin automatically create a bol.com packing slip?

No, at the moment the bol.com packing slip is not (yet) automatically created in WooCommerce. 

However, you can use alternative plugins to automatically create and print a packing slip. An example of such an alternative plugin is: https://nl.wordpress.org/plugins/woocommerce-pdf-invoices-packing-slips/.
